I think it is brass. Note - brass and copperware are very similar and can only be differentiated through scientific testing.

These three fireplace tools look as if they are brass.

In great vintage condition, each measures a touch over 49.6cm long. The shovel is 8.6cm wide at the widest point.

They have the normal appearance of vintage brass.
